Why does a star form when i take a pic of a light at night ? - pic a star

I take pictures at night with my Canon Rebel XTi and if I see a light around in the image of light like a star around it. Is this normal?
Is there a way to get rid of him?
my lens is dirty? a way to clean this?

Terisu responds perfectly. Personally, I prefer to look like, and almost always at my pictures at night with a small opening for the "star" lights.
